Responsibilities

Empower AI: As a Common Access Card (CAC)/Public Key Infrastructure (PKI) Project Manager, you will provide services in support of the Army Network Enterprise Technology Command (NETCOM) on the Army Department of Defense Information Network (DoDIN-A) Cybersecurity and Network Operations Mission Support (ADCNOMS) contract. You will be responsible for the mandated DoD enterprise capabilities supporting certificate issuance, revocation, and validation, as well as secure key storage and management for Army and DoD networks and components. You will work with a suite of tools which provide certificate issuance to hardware devices authorized to receive Army certificates, certificate validation infrastructure, and secure key storage and management for all devices on the DoDIN-A network and systems.

 

Highlights of Responsibilities:

  • Draft and maintain a project charter, functional requirements document (FRD), concept of operations (CONOPS), and a Project Management Plan (PMP).
  • Provide weekly Project-specific In-Progress Reviews (IPRs).
  • Participate in project meetings, working groups, forums, in-progress reviews (IPR), and after-action reviews (AAR) in coordination with Government.
  • Meet with project stakeholders to track progress, synchronize project schedules, identify problem areas, provide input, and coordinate/execute milestones.
  • Draft, update, and maintain project documentation and project schedules.
  • Track and coordinate ASIs with stakeholders for testing, validation, fielding, and upgrade.
  • Use Government provided dashboards to track and monitor system information as well as outages, issues, and interruptions.
  • Draft, review, provide input, and track status for Operations Orders (OPORDS), Fragmentation Orders (FRAGOS), Cyber Orders, and Cyber Tasking Orders (CTOs).
  • Develop, draft, and maintain Lists of Materials (LOMs), resource plans, and inventories to support planning, allocation, and deployment of hardware and software upgrades and licenses.
  • Review RFCs and provide input to the DoDIN-A CAB as necessary to reflect changes in system configuration, PPS, Internet Protocol (IP), CI, and locations.
  • Coordinate, input, and maintain system details in eMASS on a recurring monthly basis.
  • Update and maintain system details in Army Portfolio Management System (APMS).
  • Provide support for the creation of ARTS packages.
  • Develop enterprise capability KPIs and analysis reports.
  • Develop gap analysis between existing and proposed technical capabilities.
  • Provide recommendations to the Government on project improvements to reduce overall costs, including input to business case analysis, cost benefit analysis, and e-business solutions.
  • In conjunction with engineering, develop user training manuals, frequently asked questions (FAQs) and training guidance.
  • Provide requirements to support the integration of enterprise systems, capabilities, services, upgrades, and emerging capabilities into the Army service desk, ticketing, incident management, request fulfillment, problem management, change management, asset and configuration management, and knowledge management processes.
  • Support the update and integration of systems, capabilities, and services into the Army IT Service Catalog and Army IT Service Portfolio.
  • Develop, draft, and implement divestment plans for end of life systems or applications.
  • Develop and maintain an operational readiness review (ORR) to support the project management plan.
  • Prepare briefings, charts, tables, graphs, reports, and diagrams which includes functions such as drafting courses of actions (CoAs), generating new artifacts, providing input, reviewing content, and formatting IAW Government guidance.

Qualifications

 

Minimum Requirements:

  • Secret Security Clearance
  • Bachelor’s degree
  • 8 – 12 years of experience
  • Intermediate management expertise with experience leading enterprise technical teams.
  • Intermediate knowledge of program and project management concepts, processes, and techniques consistent with the Project Management Book of Knowledge (PMBOK) and industry best practice.
  • Intermediate expertise in decomposing project requirements to generate a work breakdown structure.
  • Intermediate expertise in risk management analysis and procedures.
  • Intermediate communication expertise with experience delivering written and oral presentations to military and Government personnel.
  • Intermediate knowledge in Microsoft Office tools, including Word, Excel, Teams, Project, and PowerPoint.

 

Preferred Qualifications:

  • DoD Cyber Workforce Framework (DCWF 802) Project Manager Advanced qualified (CCISO, CCSP, CISA, CISM, CISSP, CISSP-ISSEP, CISSP-ISSMP, or GSLC) or equivalent certification
  • Project Management Institute (PMI) certified
  • ITIL v4 Foundations certification
